What is changing in transfer laws (transfer of energy, mass, momentum) when dealing with phenomena in short time (about few ms) ?

I observed that  Fourier law, Fick law, Laplace law for bubbles, are not enough to describe reality when I try to simulate brief phenomena. It seems that all transport laws derive from Boltzmann equation.

My question is how to adapt these laws when I face a short time phenomenon.
