You can use Elsevier journal finder journalfinder.elsevier.com for identification of appropriate journal. There you can see the journal average time for review, rejection/accepting rate and fee etc. However remember that merely having the ability to pay will not suffice. Your article must have addressed important issue using appropriate methodology and more importantly, the topic of your article must match with journal scope.
thanks dear Arif for guidance. u r right there should be substance in article and it is but some people say that some impact factor journals publish supplementary issues on payment that is why I am saying that if some journal can publish my article in such issues I can pay. thanks for ur advice.
