SInce many energy levels are very close for some ions, you have to consider not only energy differences but, also, selection rules. See http://dx.doi.org/10.1016/B978-0-08-097774-4.00803-2 for instance.

Too many papers have wrong assignements because they only rely on energy difference...

All right. Samarium and neodymium is not an issue for me. You may see the paper "Features of spectral properties of Sm3 + complexes with dithia- and diselenophosphinate ligands" to observe what kind of research I can provide.

I have recently published a paper on samarium, both visible and NIR emission (JMC-C 2013, 1(42) 6935 http://pubs.rsc.org/en/content/articlepdf/2013/tc/c3tc31181c . Note than some papers (e.g. JACS 2011, 134(16) 6987) report wrong spectrum for Sm in that the NIR portion is simply the second-order spectrum of the visible emission bands...(no filter introduced!)

There is no special software; you can use Origin or Excel once you have the energy of the transitions
