STL is for storing surfaces and DICOM does not support surfaces. Or are you trying to convert the DICOM image to a surface?

If you need to convert *.stl format to *.dicom, you could use Slicer software. Slicer is an open source popular software for visualization and manipulation medical images. It contain different modules for different application.

you must consider that if you convert *.stl into *.dicom, you will loss gray levels.
