Can an FTO glass substrate influence the phase transition of TiO2 from anatase to rutile?

I have a question regarding the phase transition of TiO2 and the effect of an FTO glass substrate. I prepare a thin film using TiO2 paste and cast it onto an FTO substrate. Initially, the TiO2 phase is anatase, but after casting it onto the FTO and annealing at a low temperature of 200 degrees Celsius, the TiO2 phase changes to rutile. Could the tin (Sn) in the FTO be diffusing into the TiO2? I am using X-ray diffraction (XRD) analysis to investigate.
