A wireless network consisting of two UEs (A & B) and an eNB. The eNB transmits control information to UE A through PDCCH. Can UE B also decode this information? Or is it permissible for UE B to decode the information?
Yes, it's a common channel. UE checks the PDCCH based on CCE (control channel element) number so it will look for the CCEs and then will check for the CRNTI as PDCCH is allocated in terms of CCEs. So, yes, there is possibility that UE B will decode the information as it does blind decoding.
DCI's CRC will be scrambled with RNTI. So it is not possible for UE B to decode other UE's DCI if it is C-RNTI. DCI's scrambled by all UE's reside in Common Search Space which has paging, SI or RACH Info. UE Specific Search space contains DCI's belong to particular UE.
