Assume there is a vibrating solar cell, which vibrates reaching such speeds that almost all infra-red photons in space blue Doppler shift and convert to visible spectra, thus creating electricity in the solar cell. As these photons are random, they do not lead to any momentum impact but overall noise infrared photons keep decreasing. Doesn't it violate the second law of thermodynamics?
Actually for the observer apparent frequency is the real frequency. The observer will see a photon as blue only if the photon creates the response of a blue photon in the photo-detectors in the reference frame of the observer. So a if a source with red frequency light is moving towards an observer and the observer sees the frequency as blue, the photons will create the photo-electric effect of the blue light and not the red light in the reference frame of the observer. This is because even for the eyes the color response is as per the real photon frequency. Blue light is real blue when it enters your eyes -- it is not dependent on what frequency it is in another reference frame.
In the space there are photons for which we do not and cannot know the source and and we do not know at what frequency they were emitted for an observer in the reference frame of the source. If we see them as blue -- they are blue for us.
Let us consider only the condition when it is pitch dark with no visible photon or UV photon. Now if we take a container with a good vacuum and a vibrating solar cell connected to a battery then can convert heat to electricity and thus lowering the temperature w.r.t. to the outside. If the battery is eventually charged more than it was to start with, we violate the 2nd law. The only contradiction can be if we can prove that under no condition (even with perfect vacuum), there can be a net input current to the battery. If there is a net current to the battery, you convert ambient heat to electric energy.
