My team has an afterthought on writing up the study design for publication after study completion. The study is completed and while writing up the results manuscript, we feel that the methods section is quite extensive which requires an elaborate description of the sampling procedure, study personnel training and field survey and that it deserves a separate paper. Can this be done?

Most researchers 1) design the study, 2) collect data, 3) analyze data, and only then 4) start writing.
So you can write after the study is completed, as long as you can properly describe your planning, data collection, and data analysis.
But in some ways, the most important thing is your discussion, where you show what your findings MEAN and how others can USE your findings and conclusions.
A lengthy methodology plus findings, but a superficial discussion will not serve you well in seeking a journal to publish your study.

If I understood your question well, you are asking about devoting a whole paper for your sampling or your methodology of research. If there is something new in this part that will serve the researchers' community, I encourage you to do so. There are journals for research methods in which you can publish your article. However, if you are thinking about this just because you want to add details that won't have an added value, I join Michael's idea of focusing on the findings and dicussions of those findings.

I thought the question was whether to write an article about the methodology of research. Now that it is to write another article on the same topic using more tools of data collection and an extended sample. Personally, I would start a new problematic based on the completed work and other related works and emabark on a new research study.

Yes u can and after you finish your research, you can start write what you have done.
Yes some journals may accept study protocols with completed study and others may not but would like you to publish the protocol as soon as ethical clearance is granted or even during the process of conducting the study.
Each journal will have its criteria for acceptance.
For example BMJ journal do not accept if when the data collection is completed

Thank you all for the inputs. The take-home message for us would be, we can still write if the sampling procedure/methods are extensive or new that readers might benefit from reading it. However, the journals that accept such a publication nearing data collection would be less.
