I would like to start a study by collecting information through newspapers on a particular topic. Will that be a good idea? How do you go about research designs, population and how the sample can be done.

Well, it depends on what you want to achieve, study objective, and design your methodology around it. The definition of sampling frame, sample size etc... applies to type of survey you want to carry out.
Ask questions: who are your target audience? can you envisage the frame from which you can draw the sample? Is the frame clear and achievable? etc.
Yes, I agree with Sunday Joseph Duntoye , i.e. what are your research questions and objectives? However, a number of studies have collected content from online sources, so it is conceivable that you could collect information from newspapers.
Newspapers are frequently used as a source with methods that involve "content analysis." Neuendorf's book, The Content Analysis Guidebook, provides a useful introduction to this field.
