I am writing my PhD thesis in the area of e-government "Economic and Social Impact of e-Government" where my central hypotheses are:
1. e-government development has a positive relationship with economic development.
2. e-government development has a negative relationship with corruption
3. e-government development has a positive relationship with government effectiveness
4. e-government development has a positive relationship with tax collection efficiency
For my PhD I am using the panel data models to examine the effects with secondary data from United Nations e-government Survey, World Bank s and Transparency International.
As a standard procedure in my university, I need a formal written opinion from an international professor regarding the topic.
If some professor would like to give a formal opinion, I can send my PhD proposal for further details.

I did quite a bit of research in archival data. The variables were correlated with e-government readiness: human rights, transparency (corruption), democracy, investment attractiveness, and lastly global competitiveness. If you are interested I have already some published. (note that each is in a separate paper.... two of them is under production.
As for your title, you need to check for tautologies (a good trap when you work with other peoples data (secondary data).
Finally, I guess it is a great topic for a PhD...
Yes, all the hyptheses are arguably fine. But one needs to see and examine, if these are apriori or can be tested for type-I / type-I I errors.

Interesting topic for a phd dissertation, and your hypotheses are straightforward and empirically testable. However, I would advice you to take into account the possibility that the relationship between e-government and your dependent variables may look different in different political/economical/social contexts. A few years ago I was involved in research on the causes and effects of e-participation, and we soon discovered that the general positive relationship between e-participation and control of corruption/government effectiveness/quality of government that can be identified in general does not appear in non-democracies. I have no problem providing you the opinion. However, based on hypotheses, i see few issues. First one is direct correlation between very different things, which are just coinciding (if I understood correctly, Prof.Linde pointed this out in a way). Second, your hypotheses do not indicate the reason and consequence. You are only stating the fact that states with "better e-government" have better something else. So i would reformulate in the sense that you try to answer if the e-government is reason or consequence of better results in anti-corruption fight, economic development etc.
This, however, requires than bit different research approach, based on the idea that e-government is more connected to development of the governing culture in individual countries than to certain administrative-economic indicators.

I appreciate a lot your feedback so I would like to thank you very much. All of your feedback is very valuable for my PhD work. Although, the official written opinion was requested from me recently, it has to do with my PhD proposal.
Right now I am in more advanced stage of my PhD, where I am testing the data. Actually, since my proposal there were many changes in my approach, and pretty soon I realized that there is a high correlation between some variables, that the measurement methods change over time, as well as that it will be hard to determine if the e-government has an impact on economy or government effectiveness. I am trying to address all of the issues that I encounter.
In order to address the issues that professor Jonas stated, I will do clustering based on different criteria and test if results are different in countries with different properties. The factors which I will take into consideration are: country size, population, and democracy for the beginning.
As for the issues addressed by professor Uros, in my literature review I state the reasons backed with a theories and work from other authors. In addition, in results interpretations section I will interpret whether the there is an relationship or cause and effect.
Additionally, I would like to express my gratitude for pinpointing the papers that tackle the issues that you have mentioned.
However, I will still need a signed opinion stating the my PhD topic is significant and up to date. More specifically, I need a document from a foreign professor stating the opinion about my PhD topic.
