Recently, I came across a case of a Journal demanding the author to add five references from the journal so as to publish the paper. I wonder whether this is a legit demand, and what entity supervises the journals behavior?
Thanks for the reply, Wolfgang R. Dick ! The author is a PhD candidate who is about to do viva core, and not publishing in the journal isn't an option for him. The journal kept his paper for review for more than six months, and now they come up with this demand. Imagine if he pulls his paper out and submits it to another journal. He has to wait for at least another six months to receive a reply, while there is no guaranty that this other journal won't come up with even more ridiculous demands. I wonder whether there is an entity which monitors such misconducts.
This is indeed a difficult situation. However, there is no monitoring of scientific misconduct. In this case the responsible persons are the editorial board of the journal and the publisher. But perhaps they support the policy to seemingly magnify the importance of the journal this way.
