Please how do go about getting the fertilizer rate to be added to rice in the paddy field after the soil analysis revealed that 14.5% Nitrogen is present in the soil?
I need a formular or methods to calculate this, for example 300kg/ha of Nitrogen is usually added on that same field.

That is amazingly high!! It is almost certainly a mistake in the analysis or the transcription of the data.
Per cent to Kg ha-1 = % Content in soil x 2.24 x 104
By applying this formula we may get value in kg ha-1 from % value.
I have re-checked, and i was told it was 0.14% and not 15%. i was also given information on the rate of fertilizer application in the field to be 30:40:30 of NPK

What is texture of your soils? this is very important for fertizers. For 7000 kg/ha rice, about and total 20,5 % nitrogen is necessary.
Application rate of N fertilizer will certainly vary with source of N fertilizer. As urea contains 46 % N and ammonium nitrate contains 34 % N.
As per the mentioned N, P, K rate of 30:40:30 , you want to apply 30 Kg N/ha.
For using urea, you need to add 65.21 kg/ha
For ammonium nitrate you need to add 88.23 kg/ha.
Soil N (Kg/ha) = Soil N % x Bulk density x Soil Depth

The Smart-Fertilizer web based program is something I started with and later built my own program in Excel. The SF program can be a bit pricey, but if covers these types of questions. Even if you don't use the program their tutorials are a great starter resource.

So sorry... it looks like the Midwest Labs link is out. agronomy_handbook pdf pops up several other links that offer the resource download, but I liked the Midwest link because it seemed to be a much more trustworthy source for downloading. Too bad ML removed it.
