In the developing countries, most (if not all) researches are performed following the researches of developed countries in almost every sectors.
Terms like 'copy paste research' , 'repetition research' etc. are used in personal interactions for such researches.
These researches are having very limited contribution in solving the problems of the poor and developing countries.
What is the strongest hindering force to start research basing on demand and availability of resources in these countries?
Bureaucratic red tapes or stereotyped research administrators?
Or any other subject?

Rich countries have teams of admin staff and the rest of us have to make do with very onerous requirements.
These requirements are necessary to protect test subjects and Society- so we cannot get away from it.
Maybe the rest of us should pool our resources and get our own regional research admin grouping? We should start co-operating at a higher level

A smart question but not an easy one. I do not know what is contributing more (if any) concerning the topic of the question. But, surely sheer will and clear rules contribute to the advancement of research. In addition, sometimes, the redistribution of available resources is necessary for the improvement of situation.

As such both the reasons Bureaucratic red tapes, stereotyped research administrators have been causing serious hurdles. This is so because the resources for research that any Institute need depends upon them. At many places the research administrators have no experience and issue policies on research projects.

When both are acting simultaneously, the resultant effect is often more detrimental causing limitation to any kind of research. The research should never ever be "copy-paste" or "repetition" ones, be it developed or developing countries. It would be either basic or applied.....with fundamentals of scientific temperament, creative art, visionary wisdom and having far-reaching impact to human beings and nature.
Bureaucratic adminstration is the impedement of scientific research; in many places, the state bureaucracy is more expensive than employing scientists.
Extortion and corruption are the primary causes of the very bad research and of the brain drain. The "copy and paste" or "repetitive" searches can only exist if there is a "scientifically organized system" for the allocation of the research projects that it is based on extortion, on corruption, and on the recommendation of the type political clientelism. Sintetically, the politician does fund your research project (by the pubblic resources i.e. by the taxes of all citizen) in return you and all yours frends will give votes to the politician. It is always possible to fight a "rigged" system, ie corrupt, through civil disobedience and non-violence according to the teaching of Mahatma Gandhi. The corrupt persons and their corrupters must first of all be reported to the Courts.
In countries like Poland, there are thousands of stupid bureaucratic rules and principles. A lot of time is lost, not where it should be - in my opinion the researcher should deal with research, not the production of hundreds of pages of official bureaucratic documents.

Once selected, they are permanently given the role of Headmaster. One History M. A . may be allowed as controlling authority of physicians to coal mines!
They are actual decision takers in almost all fields including research in India!
Developing countries should fundamentally change infrastructure and regulatory framework and reduce red tape in regulations and constraints to create a friendly environment for the client and the investor.
The term "bureaucracy" has always been associated with the slow and complicated procedures that could have ended faster and easier. Today, it is the first finger in the stumbling of a large, dilapidated company, the reason for every failed state, the key to any organization that does not play its role properly, The first is to market any service or product to the market that is hungry for speed, creativity and innovation.
And it has become - to a large extent - always associated with the standards of corruption in countries and companies, where the bureaucracy - in a complex of procedures and entanglements - opens the door to the means of corruption to benefit from them and exploit their complexity in achieving partial gains for those who maintain them.
Bureaucratic style of administration in India limits the research and innovations.
Corruptions and copy-paste research inhibits the path of growth. In India, it is common that roads constructed, are destroyed only after some months. These are spoils of money and resources. Copy-paste researches are also wastage of time.
India has no fair selection system of its teachers in higher education. At the same time, there is no evaluation system of their progress and contributions. Sometimes governments are compelled to regularize temporary selections with weak processes.
If teachers and students are not properly selected, how you can imagine a good research. Sometimes good students also could not do new works due to lack of facilities and proper attentions to research works.
A long has to go when good teachers and good laboratories are availed to proper students in India.
That is my personal observation.
