In the developing countries, most (if not all) researches are performed following the researches of developed countries in almost every sectors.

Terms like 'copy paste research' , 'repetition research' etc. are used in personal interactions for such researches.

These researches are having very limited contribution in solving the problems of the poor and developing countries.

What is the strongest hindering force to start research basing on demand and availability of resources in these countries?

Bureaucratic red tapes or stereotyped research administrators?
