If a Bifacial solar panel if illuminated such that it is producting 150% of rated power will the internal circuitry survive? Are there any reports, manufacturer data, or papers which address this? I can't find any.
Also will the panels degardation be acclerated if this occurs in a cold enviroment (~ - 15C) ?

It is an interesting question.
In my opinion, I think the internal circuitry is designed based on the test of a PV module at the STC. However, in practice, the conditions actually differ from the STC. Hence, the power generated is unlikely to reach the power rating.
This is equivalent to illuminating the array with 1.5 suns. Since voltage is proportional to the log of the illumination, the voltage will not increase by much. But the current will increase by 50%. However, since the array interconnects are not designed to handle this current, the array life might be reduced. I might mention that I have experimented with bifacial illumination of DSC and I never found that the back illumination produced a good photoelectric conversion efficiency. I am rather dubious about bifacial panels in the real world.
