Best replacement for a Viscasil gel?

I'm looking for a replacement for a Viscasil gel (silicone fluid), which is a dielectric and we need an insulating (still transparent) one. This gel should be usable in a PHS measurement. It should also be non-toxic and make no harm to the PMT photocathode.
