I would like to ask if there is a rough criterion or ballpark figure when to say if the compound administered to the mouse is in high dose or low dose?

For instance, if the compound is active at nanomolar levels in cells in vitro, does this mean that n ≥ 1 mg/kg is high dose, while n < 1 mg/kg is low dose?
