As the detention of the passivity (a passive system cannot store more energy than is supplied to it from the outside, with the difference being the dissipated energy). For a simple RLC circuit connected across the voltage source as attached, at which case this system can be considered as an impassive system, i.e. storage energy becoming more than supplied?

It depends whether the voltage source (or current source) is inside or outside the system. If the voltage source is inside the system, the system is not passive, if it is outside the system the system is passive.

Suppose we have inside voltage source and it is less than outside voltage source, can we considered as passive system?
