· Originality.
· Technical content.
· Contributions.
· Correct language and format.

For me, after decades of co-organizing and attending conferences, all your criteria are relevant, bu only a very basic written english is necessary. But you didn't mentioned a key factor : the relevance of the paper fort the conference. If this criteria is not met, it could be very difficult to initiate a fruitful exchange of ideas.

- Novelty and originality
- Quality of presentation
- Relevance and Timeliness
The quality of the presentation is of paramount importance but your story has to interesting (thus relatively original) and if possibly fun. Academics tend to attend conference in order to improve their english and enjoy a theâtre and would remember your name if you are a good presenter
Conferences set the bar lower than a journal to get more people in. Of course the topic must be of some interest and presented reasonably good.
I am for lowering the bar so that to get more people exposed, especially those who don't read journal papers. This helps to diamante the knowledge faster.

- Be written clearly, with all text and figures readily understandable.
