I need good references or resources that fully explain the technique called artificial neural networks along with tools to run such analysis.

For research papers it is difficult to say cause now there are many varieties of neural networks/optimization algorithms and applications
If you give the task you want to apply it for, I could suggest something more specific

I need this technique to build predictive models instead of using conventional statistical analysis methods. For instance, building numerical models to predict material behavior form other simple parameters as one would do using linear or nonlinear analysis.
