Dear Azzam, It is good to have learning goals at beginning of each lecture because you are going to cover a particular topic in the lecture and the students may have a glance of what they are about to attend to and it makes them organized to take notes as well attend the lecture. I have observed the pattern in many of the Massive open online course (MOOC). so we are prepared to the lecture and and get easily understand the course of lecture.

It is very necessary. It prepares the minds of learners to know what they are to glean from the lecture. This puts them in the right frame of mind and aligns their thoughts to the teaching and learning processes in a sequential manner. Need to have learning objectives for the lecture, and in last few minutes review if they have been attained and to what extent and why not. Record it in course file each day's achievement. In the first lecture consider taking an open book examination on course outline.
Hello Azzam - Few people in this strand are disagreeing with the proposition that it is good to share hoped for learning objectives when presenting a lecture. I'm not going to challenge this consensus but maybe complicate it.
I would like to make a distinction between practically and logistically having learning objectives on display and really SHARING those objectives. It isn't sharing if the students see words, concepts, and ideas that they can't access. From the opening of a lecture you want to be encouraging the notion of dialogue not monologue.
Secondly, those learning objectives will be more meaningful - and working harder in shaping your lecture themes if they are returned to at the end. Do the students understand how they have been addressed? Have you allowed sufficient plenary time for questions as to aspects of the learning objectives which might still seem hazy.
In school teaching, it became a habit in some countries for all teachers to post their learning objectives for every lesson/learning session. Whilst this sounds like an inoffensive and indeed helpful practice, what it meant in some cases was teachers sharing learning objectives in adult/bureaucratic curriculum-speak rather than student-friendly comprehensible language. The same principle applies in higher education I think.......
Beyond the notion of necessity, sharing lesson objectives at the beginning of a lecture is a good practice for any lecturer and a helpful tool for learners.

To further your query, goal setting at the start of the lecture should be crafted with the learners in mind and not just to tick off required components of the syllabus. Teaching & learning goals should be:
1. Aligned with the course objectives
2. A specific statement of what the students will know, understand or be able to do
3. Easily understood by students
4. Achievable within the set timeframe
5. Leading towards classroom activities, tasks or assignments
6. Flexible enough for differentiation to meet students’ individual needs (Marzano, 2009)
