Many Publishers are providing open access policy in order to distribute the publication to readers more without hurdles. In this regard the allowed payment is acceptable when we consider the objective of the publisher.
But many journals are functioning with the name of " International journal', and they are asking substantial money for publication but not indexed in reputed concern. The impact factor is unimaginable because they cover all topics including Science, Engineering, Technology in a single umbrella. Many of the young researchers are cheated by these kind of publications and there is no impact of them. So new researchers should have sufficient awareness about SCI, SCIE, Web of Sciences, Scopus. then only their work will be recognized through appropriate publications.
Yes, I agree with you, strong awareness is necessary. However, in most of the universities, publication in paid journal is not accepted.
It all depends on the personal goals of the author and the depth of his planning. Actually, strictly speaking, I don't care what the publisher’s goals are. All journals once began to be published and earned a reputation for years, decades, and even centuries. Not all of them have appropriate names, but these are known this way, and the old, famous name is also worth something. If the author sets himself the goal of obtaining a publication by which he can report to scientific managers this year, this is an ordinary trivial situation. Some think about their own reputation and try to publish in well-known respectable journals, others ask themselves what will happen 10, 20, 50 (100) years after his death? Someone is interested in the immediate response - the reaction of the scientific community, expressed in particular in citation. Others see this quotation as supporting their own ego and an argument in career development. For some, it’s just happiness - to see their text in print. In all these cases, authors publishing tactics will be different. So-called "fake journals" are a different concept for authors and publishers. For publishers, this is a competitor who takes part of the potential profit from the market, naturally they are looking for the shortcomings of these journals, not in a financial, but in a meaningful sense. In a certain sense they are useful - as a stock for those who have no chance to publish in a peer-reviewed journal, as well as a competitor who does not allow a traditional publisher to relax (That's why pike in the sea so that crucian would not doze off - this is a Russian proverb). For the author, first of all, it is an organization that publishes an article for money, but does not provide the desired response from the scientific community, and inflicts a certain blow on the author’s reputation by placing his article next to overt garbage.

There have been a flood of journals in past few years. Thats true and one can get published his/her article by way of paying certain 'fee'. As you rightly said, they have no Impact factor and many a times articles gets published without a proper review. If you come across through such article, you may not only find lacunas in the piece of work/research concerned (naturally, in one's own area of working, for which S/he knows something!) but even in grammer, order of headings/sub-headings, contents and many a times difference in conclusion/suggestions/outcomes of not on being in line with the objectives of the study concerned!
