Negotiations on measures affecting trade in services have not gained traction, unlike Agriculture and NAMA.

We are stuck with the market access(MA) (Art. 16 GATS), the Domestic Regulations (DR)(Art. 6), and with the Rules (ESM, subsidies, and government procurement).

So I would appreciate  any thoughts on possible "new approaches" to undertaking market access and National treatment (NA) (Art. 17) commitments. Why? Because MA, DR, and Rules have a nexus - and it is daunting to proceed with the MA commitments (especially in new services) unless addressing the other two.

Any insights or new approaches to addressing these challenges?
