I think, it should not be same. As the inorganic species transport pathways to enter in the plant are not similar for arsenate and arsenite species. However, we have performed an experiment with Lettuce and effect of As species and Si application. We found the root As concentration was nearly similar for arsenate and arsenite application (same amount) but the shoot As concentration was different. Link of our paper;
If you calculate As uptake efficiency; As mass added in the medium/ As concentration in the plant, then obeviously it could same for both species in the root part. As the atomic mass for As is 74.
However, I think the similar pattern of As uptake efficiency in different As species is not very common, may be some aquatic plant species you may be found.
