You can download a full list of Scopus journals in Excel:
1. Go to: https://www.elsevier.com/solutions/scopus/how-scopus-works/content
2. Look for "High-quality Data", then do click on "Show more +"
3. Click on "Download the Source title list"
4. Open the downloaded Excel file
5. In the Excel file, column R shows open access journals -. If the cell is in red, Remember it is may be due to Scopus has discontinued coverage.

Yes Elsevier has very many free subscription-based (Scopus indexed) journals but free open access, I don't know of any.
