My area is curriculum evaluation. You can apply the curriculum evaluation models such as CIPP, Kirkpatrick and Oliva model. But the best one is CIPP.
There are different curricula evaluation models such as the Behavioral Objectives model, Decision-making model, Goal-free Evaluation model, and the like. Of these, the Goal-free evaluation model fits your question as practitioners are intended to provide data about the implementation and the finding is compared with demonstrated needs.
It's been a few years since I saw an update, but the Surveys of Enacted Curriculum are designed for this exact purpose.
