Polyurethanes are known to be transparent.. but I doubt if it can be transparent in NIR region.

In the UV region hardly anything is really transparent. - perhaps fluorelastomers You should specify the necessary transperency (%) in the various ranges (UV, VIS, NIR).

And pelase specify the thickness where the given transparency is needed.

Thank you for the suggestion.

Some fluoroelastomers are good candidates for a transparent elastomer film. As you said, it is almost transparent even around 200 nm when its thickness is a few hundreds.
