Actually it is not easy to study the sustainability consciousness, because you need to mix many factors together!
what i noticed from your question that you are working in national scale, such work need a huge capacity, and collaboration between many governmental sectors!
To study sustainability consciousness you need to tack many factors in your account, and mabye you need to take Land Suitability / Or build a Land Suitability model as an input for your research (you can use Sys 1993 method).

Go ahead in this topic choice. Maybe you can start looking for cognitive decision-making studies in India, this will leads you to understand cultural factor, beliefs and values. To understand consciousness, have a look in this book: Social Neuroscience: Integrating Biological and Psychological Explanations of Social Behavior.

Please choose a sector for sustainability consciousness in India. Otherwise it will be a board term. Its my suggestion. There are so many works done in the sector wise in India. Search via Google scholars...Good Luck
