Also, are there any tools that can convert a MATLAB formulation to one of the standard formats?
I want to use the NEOS server http://www.neos-server.org/neos/solvers/index.html and am searching for a quick way to convert between input formats.
if there is a software, it acts similar to google translator. AMPL&GAMS can be exchanged in their software ; moreover, I think Matlab receives only data not coded model.

GAMS has an independent platform called 'GDX' (GAMS Data exchange) which can be used to prepare data for a GAMS model, pass results of a GAMS model into different programs, and pass results into GAMS from different programs.
I have used it as an interface between GAMS and MATLAB. I recommend you try it.
