as you know, Physician and Nurses have organization for defending themselves during or after treatment. but medical emergency staff who are met the patients at the time of accident, they must documents. they want to have support at the time of lawsuit and medical errors and ....
in this situation do we have any text about medical emergency staff?
I am not sure. It is reasonable to presume they fall under the same laws and regulations as other physicians and nurses. If anything happens medical expertise would be created and laws and regulations of the profession would be used to reach a conclusion no matter which specialty is the doctor in question. There are rules of good medical practice and these rules apply. If everything is conducted according to these rules there should be no problem.
One of the possible solution is to have a evidence medicine based standard protocols for emergency situations approved e.g. by a professional societies and adhere to these protocols as a gold standard. This could also serve as a error preventing measure.
