Dear Peter, I would recommend to do a literature search in the archives of specific journals, for example: SAGE Journal 'Nursing Ethics' or Taylor & Francis Journal 'Ethics and Social Welfare'. Following two good review articles I know in this topic:

Dear Peter; You can search in WOS with your key and go back to the first papers. then search about topics, disciplines and authors of them. In this challenge mapping of literature can be very useful.
I will refer you to a wonderful ethics text- Ethics & Issues in Contemporary Nursing, 4th edition (Burkhardt & Nathaniel, 2014). The first (and part of the 2nd) chapters discuss just what you are asking. There are numerous references, most are books, but some papers.
