There are several Journals that do not have publication fees. Most magazines have two main forms for publication, one in which there is no fee but you must pass the copyright to the Journal; the other way is to pay the fee (open access) and keep the copyright of the article.
I would like to suggest the Springer Journal finder (https://journalsuggester.springer.com/) and elsevier (https://journalfinder.elsevier.com/). Good luck!
There are plenty of journal published by Elsevier, Springer, Willey, and Taylor and Francis groups that do not have the publication/fee.
I have been through this excercise @vineet and @emmanuel and tried many journal finders. The best journal finders were of elsevier,wiley and springer. Though this still misses a lot of journals and hence i decided to compile a comprehensive list of such journals.
i started with the InCites journal citation report for an authentic list of journals and their performances and mined the web for their 'publishing' information. After which i compiled a list which mentions which journal is subscription based (free with an embargo or lockin period) and which is paid open access.
