Say I have some device which can store data but does not have any capability to send/receive, but my second device from far away places like, say 1km or so should be able to receive the data from the device wirelessly.
I mean every technology like Bluetooth, satellite, wifi etc require both the device able to send and receive. But I am in find of a system mentioned below

You say that the device can not send/receive, then you say should be able to receive.
Please clarify.
Iam basically looking for devices like Balise used through out many european railways. Balise is a system which do not require power. Only the second device can radiate to extract information from the Balise.
u can use zigbee , but to store date u have to use some storing device there, how much data u have to store
