Are the TNM data in the TCGA BRCA files about current patient status or status at diagnosis?

I downloaded the clinical data from the original TCGA article from 2012 (https://www.nature.com/articles/nature11412#supplementary-information).

I am interested in studying patients that present with distant metastasis. Is it safe to say that the TNM data refers to the index presentation?
