a number of items can be actually manufactured via arc-based AM. Costs are competitive with respect to laser-based AM for metals, on the other hand quality is not. Indeed, arc welding may result in severe thermal stresses, possible buckling of the parts and large heat-affected zone. Laser-based AM instead rely on a focused thermal source, therefore these issues are reduced. So the answer to your question is: arc is not suitable when engineering tolerance are below the order of millimeters.
