Elsevier, Springer, and IEEE are very popular publishers for research paper publication in computer science/engineering. But, I think there might be other publishers or societies that would have good journals and publish very good papers. I would like to request to all researchers who submit or have submitted to other than Elsevier, Springer, and IEEE and have good experience in terms of timeliness of the decision.

In Computer Science ACM Publications are considered to be of high rating.

Regarding World Scientific,as of now I am not able to give my Personal Opinion.But it is found in the Journals with Impact Factors that I have mentioned.I may be able to throw some light later,contacting our R&D Director Dr. .Gopa Dutta of V.B.I.T.,an expert in Atmospheric Physics.
It may be noted that some of the Reputed Journals like I.E.E.E. publications and all may not be shown to have very high Impact Factor compared to some of the Recent on line paid journals.

Well, apart from those you mentioned already I will say ACM. Mainly there are four big actors in computer science and engineering: ACM, IEEE, Springer, and Elsevier.
I have used Science Direct, IEEE Xplore, ACM, Elsevier, and Emerald. I find them to meet my needs (computer science and IT).
I agree with Guy and John, for me it's ACM, IEEE, Springer and Elsevier. You can also find stuff that is related to your specific discipline, so I'd look at EUSSET http://www.eusset.eu/index.php?id=9
For Computer Science, there are two major professional societies that also publish multiple monthly / quarterly journals. The Association for Computing Machinery (ACM) and IEEE-CS are the two, whereas Springer and Elsevier are both primarily publishers. ACM's list of publications can be found at - http://www.acm.org/publications/panel/journals - find your area of interest.
I m sure we could add up "Wiley" as a good publisher in both fields of computer science and engineering. "Taylor & Francis" is a good option as well.

I am experiencing a good interface with MDPI reviews. My opinion is that in few years MDPI might reach a good level both in quality of published papers in many several fields and in terms of impact on the scientific community.
Papers are published at the cost of a conference participation but visibility and importance is greater.
Also, the involvement of authors in the revision process for articles guarantees discount vouchers for new publications in MDPI; this pushes toward an increase of the number of publications and, involving a large number of reviewers, speed of publication and increase of paper quality.
