You may use the Monde Carlo method with simulated network data to study the behavior of the uncertainty.

Indeed, you can use Monte Carlo simulations to perform risk analysis and model uncertainties. This way, it is possible to deal with probability distributions (Level 1 or 2 uncertainties). However, I am trying to map deep uncertainties, that is, uncertainties that are difficult to grasp, characterised by different cultural values and expert judgements. For this, we know nothing about probability distributions. How can we understand these signals and map their distribution across expert networks? Thanks again.

Try several distributions and make hypothesis testing to find out which fit better to your data.
