This paper was published in 1993 in the journal 'Educational and Psychological Measurement" Vol. 52 issue 2. it is not accessible in my institution, but you could check if it is accessible in your institution. The next best thing to do is search Google Scholar for another Piedmont's paper that used this measurement and can be found free on the net.
The full title is "Inter-item correlation frequency distribution analysis: A method for evaluating scale dimensionality." The lead author, Ralph Piedmont, is on ResearchGate and has posted the full text of the article here.
