I'm not sure how much you know about fundamental electrocatalysis. The latest evidence appears to demonstrate that the 'good' performance of felt is actually due to its 3D shape, e.g. by heat treating it you add oxygen groups and make it more hydrophilic. Therefore more of the solution goes inside - and the current goes up. As the solution is now inside the electrode, the peak to peak separation decreases. So, the peaks are bigger and closer together and it looks like the electron transfer kinetics have been significantly increased, but the actual improvement in the kinetics by the introduction of the oxygen groups is only minor.
I personally believe that carbon cannot be an excellent electrocatalyst for vanadium (regardless of the oxygen content); the introduction of heteroatoms into the carbon, or use of nanoparticles to act as electrocatalysts might have more success!
As I mentioned, the 3D shape of felt dominates response, so real electrocatalytic effects are best picked up on planar surfaces, e.g. nanoparticles on a glassy carbon electrode.

I think this modified electrode may have the highest reported rate constant for vrfb so far.
