I think you need to be more specific. What type of oil and gas industry software are you interested in evaluating and what do you want to use it for? I think you will find that most software is useful but no software is perfect.
To add to Rick Manner, for evaluating software performance, what evaluation matrices you want to use. I am not sure there is any specific tool that may serve you exactly what you want, however different evaluation matrices might be used to assess software performance. To be specific to your area of research (oil and gas), you may need to define those performance evaluation matrices and measure the software performance.

Thank you very much Mr Rick Manner and Mr Kashif Hussein for your concern and further feedback.Actually, I am developing a Knowledge base expert system based on my identified hazard and risk controlling factors for on and offshore drilling operation. This system will facilitate drilling crew members or safety officials to take suitable measures or actions based on OSHA regulation and experts recommendation. I am looking for any quantitative instrument which will help me to evaluate the impact, effectiveness and usability of my my system after implementing on my targeted industries.

Muhammad Asad, Thank you for clarifying that is a much different subject than I expected. I am not an expert on Safety related software but I know that it is most important to have proper processes, procedures and gateways in place and to strictly adhere to those processes and procedures and gateways. The software is only helpful if it is actually used and respected. If the software requires too many unnecessarily onerous gateways it is more likely users will start to ignore it. But If it does not have all of the necessary gateways that need to be respected before moving on to the next task it can lead to an accident. In my experience developing these procedures properly is an extremely time consuming and somewhat tedious task. I hope you are able to find a true safety expert who can help you with your task.
A useful advice from Rick Manner as only people related to monitoring safety in the field will be able to assess your tool. Generally, there are tools that can validate a software but are purely related to software testing, which is of course not the area of your interest. You only want someone or tool to validate the output of your software. To validate output of any technique or tool, we need accuracy matrices (i.e. Mean Square Error, Standard Deviation, Accuracy percentage etc.) and these are related to prediction and other approximation techniques - not of your business as well. To validate the recommendations suggested by your tool, you might need to certify it from the people on the field in oil and gas industry, or the safety procedure/regulation bodies. As it is qualitative perspective of validating your tool, you might need some authentication by drawing a questionnaire and filling it up by aforementioned professionals on the field.
