The PI I'm working with this summer wants to validate a new research-designed test for reading for young students (K-2). Since I'm the one doing all the research, I would need some help with where I could find more information about rules to be followed and such.

The most straightforward way is to correlate the new test with a previously validated test of the same content. When you don't have a pre-existing instrument, then the next-best alternative is to predict a pattern of correlations with other relevant measures, in what is known as "construct validation."
