It looks like that this is a main effects plot in Design of Experiments (DOE) study.

A main effects plot is a plot of the mean response values at each level of a design parameters or design variables. In this case these are 2 parameters (variables) PLA vs BRJ at 2 levels times (min) . If the effect is negative, it means that the average response at the low-level setting of the parameter is more than at the high level, and vice versa. Such plots are the outcomes of any statistical software that provides DOE analysis. Usually one does not have to make separate manual plotting.

Judging by the picture, it is a bipartite graph. Respectively, you can try to find an application that is most suitable for drawing bipartite graphs.
