I am currently conducting a study on policy impact assessment. The background of the study is as follow:
"In order to accelerate the industrialization process of the country's construction sector, there is a suggestion on reducing the import duty for commonly used construction machinery and equipment"
My question is: what is the appropriate methodology or approach for the above study? Looking forward to your opinions.

Frankly said, your study which incorporates one of the important elements in construction, dubbed as 4M's (manpower, machine, material, and money) is great.
Back to your question, in my humble opinion, machinery/equipment need not to be seen as isolate as industrialisation of construction is concerned. The repercussion from procuring those element need to be identify, given that there are spillover effects towards country's socioeconomic values. For example, when the import duty is being slashed, there might be influxes of common machines which eventually need to be maintained from time to time (good for services sector), our construction will be flourished (good for construction sector), but there were also several downsides that I believed you have already considered in the first place (e.g. nuisance, environmental issues, etc.).
However, to kickstart your study, I modestly suggest a collection of data on numbers of imported machines, related duties collected by the government, and growth of construction industry (for several years back). I believed the comparison of those will shed some light on furthering your study.
Then, given the fact that machines might be procured through rental, leased, or bought (new and used), an insight from rental providers, manufacturers (e.g. IBS), and contractors themselves is paramount. After you have analysed the data, discussion with several government bodies (e.g. CIDB, custom, etc.) might useful for you to identify any gap(s), opportunity(s), and construct preliminary framework pertaining to the issue in hand. All of these were doable through qualitative inquiry (e.g. interview, focus group, etc.), and current analysis tools (e.g. NVivo, Atlas, etc.).
Then, a quantitative approach (i.e. questionnaire survey) might follow in order for you to come into conclusion based on generalised perceptions from related mass respondents. A normal analysis using SPSS would suffice to unleash impacts, suggestions, and others.
But hey, the above is just my humble suggestions that came from my 2cents. I am sure you can do better ;-)
