We can have information about the citation and h-index of an individual. If I wish to find out these parameters for a department / a particular Lab, where I will get such information? Any mechanism that retain such information?

The h-index also applies to groups of scholars, such as the whole universities, faculties, departments, or groups. I recall reading a paper on it with a definition, I think it was in J of Informetrics (it was not by Harzing). However, I don't think you can automate the calculation process in PoP, and I have not seen the software that does it. You may end up calculating it manually by pooling all the group members' publications. If you find the software, let me know.
