in any case simulation! There are many simulation tools for energy storage optimization: DIgSILENT Power Factory or Simplorer or Portunus. Look please whichever tool has the best element-library for your problem.
I recommend mixed-integer linear program (MILP). The characteristics of a EV bus is just its battery. You can use existing work in literature that model EVs as MILP models. If interested, you can look at my publications.
you be right, the difference between LP and simulation is not so far. But with a simulation-tool you can undergo the same model a DC or AC or transient analysis. In LP you need quite three different programs!
