I am editing journal articles currently and have come across two manuscripts about the same species in Nepal. One deals with nesting and localised records of the species while other looks at the species distribution at national level. The one which looks at the localised records fails to cite some literature about the distribution of the species while the next manuscript has collected a comprehensive national distribution record of the species. I wanted to know if the first manuscript can cite the second manuscript for updating its citation for national records? The thing is that both manuscripts are due to publish in the same issue of the journal.
In general, such situation is possible when authors of one article in an issue cite the article in the same issue. It happens if the cited article has appeared in early view for this issue in the web-site. Then, authors of the second article can see and read the text and, if it is needed, to cite it. And, finally, after acceptance both articles can be published in the same issue.
In your case, the most appropriate action is to request permission of authors of the first article to show the text for authors of the second article. Or, as another way, you can just contact both them for their joint discussion of this problem. In any case, all up to your decision. And it depends on your journal's politics - whether you allow to contact authors of the same issue or not.
Yes you can Cite the Article which is First published in the Journal before you. Otherwise the Reference would be incomplete as Journal Edition, Page number others. Regards
I think if the article is not yet published on online as early view, then it will not be possible to cite, however other tricky way is to cite the unpublished article as in press option.
