2. There are previsions as with most scripting languages to save an intermediate binary data file, but that won't restart your computer where you left off.  That's a topic for the operating system to deal with, (no doubt a systemd service could be written if one was dealing with a later linux system).  If the electricity cuts tended to average less than a few minutes, I'd humbly recommend a UPS battery system for your critical servers.
