Any company which can help to setup lithium ion batteries production plant with estimated costs and business plan?

Dear All,

A person approached me and want to setup a lithium ion battery manufacturing facility in Pakistan. Can anyone give me the details of any such company which can help to setup such facility and give a business plan and estimated cost for this? Obviously many factors would be involved to calculate such estimates, but a company which is in this business can definitely help.
