Your question is very open. You need to clarify a little bit your target. Developing software implies on following a sequence of steps from requirements to deployment and evolution. If you are looking for tools that you can prototype your solution fastly, you'll find in Visual Studio and Embarcadero Delphi, for example, good choices. Be aware that even though these tools can help you in generating code, there is no silver bullet, specially for a particular domain as you described (accounting). That's why they are general purpose tools (including languages).
Ok, what you need is to create a domain-specific visual language (DSVL). There is a couple of ways to accomplish that. You can extend an existing language, you can shrink some language to have only elements of interesting for you or you can create it from scratch (more fun). I recommend you to use Eclipse Eugenia (http://eclipse.org/epsilon/doc/eugenia/) to create DSVLs since its an open and established tool for this purpose. You can download eclipse epsilon project (http://eclipse.org/epsilon/) that contains all tools you need. Spend some time reading the docs and executing the tutorials. DSLs are a vast subject but these tools really ease our life.
You might use Sirius which will let use create a custom and simple designers customized for accounting.

If your interest is to specify - as far as I understood – GUI elements then most likely domain-specific languages like IFML will do the job. Your users woudl then model with ’sceen’, ’button’, ’navigation’ concepts and not programming concepts like classes, inheritance etc of UML.
If you interest is to go beyind GUI and addess also business logic of accounting and ask users to specify them I woudl then provide a domain-specific language for them. That language would most likely model ’data’, ’transction’, or be even specific for accounting including ’banking day’ etc. as language constructs.
