I have vegetation index (VI) fitted seasonal curves for two years (beginning and end of time series analyzed), each curve (annual) is formed by twelve points (month, VI):

This is for 33 sites in two regions: Norwest whit 17 sites, and Southeast with 16 sites.
How can I contrast the curves whit a single test?
It is feasible the model IV~Region+Site+Time+Month
IV: vegetation index
Region: factor with two levels
Site: factor with 33 levels
Time: factor with two levels
Month: factor with 12 leves
I have only one IV value for each combination
I am interested in the contrast between regions, between zones for each region and between time for each site)

Your approach seems reasonable, but as an ANOVA with each IV at the levels described you have only one replicate. The model will fail. The idea was good but the experimental design was not appropriate to address the idea.
If the sites within region are distant enough that they could be treated as replicates then you could try IV=region+time+month.
