I recently found out about this myself, you can use Directory of Open Access Journals: www.doaj.org

Not sure if all of the journals are ISI.

DOAJ allows criterion-based search of open access journals. Can filter by: subject, article processing fees, language, license, publishers, publisher nation, peer review type and date added.

Note- for some reason DOAJ requires that users search for a journal before it shows the full list of search options. I don't know why- you would expect an Advanced Search option.

I searched on the basis of subject and found:

*EMBO Molecular Medicine (21 weeks), IF 10.293

*Genome Medicine (10 weeks), IF 10.470

*Frontiers in Genetics (14 weeks), IF 3.258

If you click on a journal title in the search result, DOAJ shows details of:

(i) article processing fees

(ii) license

(iii) publisher

(iv) copyright information

(v) remit of the journal

(vi) digital archiving policy

(vii) time to publication

(viii) nature of permanent article identifier

(ix) a link to the website

From this search, Frontiers in Genetics looks like the closest match. You might be able to find more results by toggling the parameters.

In fact, there are a lot more results if you search for Systems Biology, I would recommend that you try DOAJ for your purposes.
